Panel Objectives: Explore cases and identify current environmental protection goals or mandates that HSCs should understand, which have caused vessel safety concerns (i.e., unintended/unanticipated consequences); Discuss the importance of community engagement in environmental protection outside of the HSC when appropriate, given the connection to vessel safety and the valuable role HSCs can play in bringing stakeholders together to establish a shared understanding of port-level issues and identify mitigating strategies.
